Ok, my interpretation is right now you can't use a center fire rifle to hunt a coyote, only a muzzleloader or bow. That law goes for public or private. Am I wrong?

Correct on centerfires not being legal right now for coyote. Muzzleloader, archery, rimfire, and shotgun with size T or smaller are legal.

When the G/M/A season opens on Saturday, you can add a centerfire to the list IF you are a legal big game hunter with the proper big game licenses and wearing blaze orange.
