Does she have a Pandora style bracelet? They can be had on the cheap and you've got the next several gifts covered. Just keep buying her charms to put on it. Charms are really cheap at around $10, but have a lot of personal meaning. Gifts don't have to be expensive to be appreciated. Its the thought that went into it that counts. I've seen the charm bracelets for as low as $18. About $65 if you want silver. Vacuum cleaners are a bad idea. Don't ask me how I know...
 
all woman like to be pampered, get her a day at a place she likes to get her hair and nails done they all love that. Like said already make her some bracelet, cheap and easy. My wife make them, but trying to sale out of all her stuff.

Wife and I agree to travel somewhere and spend our Christmas money that way. Plus with two kids, Christmas funds are pretty low by the time we're done with them.

If you are really broke write your wife a letter telling her why you love her and offer to do some of the housework.
 
A good book or two, if she's a fan of reading

A subscription to a music streaming service, like Pandora or Spotify, if she likes listening to tunes around the house. You could throw in one of those waterproof speakers that goes in the shower - they are on sale on Amazon a lot.

Others have mentioned a spa gift certificate or something similar, for her to have a few hours to get pampered.

Plan a day where you go to places that you've always wanted to visit around town (or places from the history of your relationship). Plan the day when you know she will be free, then make a reservation at a restaurant as part of the day (this will help her realize that you took time to plan it out, which is a big deal for them). Just put a vague note in a Christmas card about how to "block out XYZ day on your calendar", and let the actual day's activities be a surprise.

Go onto Etsy.com and buy some sort of hand-made item that fits her style or interests. A knit scarf, hat, or something winter-related would probably work well.

Throw some merino wool socks with good reviews into her stocking - most women buy crappy cutesy socks at the store, and rarely have clothes that will actually keep them warm. I bought my wife the women's equivalent of the hunting socks that I use a few years ago, and she has been over the moon about how great it is to keep her feet warm in the winter on really cold days, even if she just wears them around the house.
