during the spring You can catch small cats on most any artificial. You might get an occasional 30 pounder on a deep running crank bait. If You want big fish use big 1/2 pound or larger live bream or cut bait. My son fishes Bass tournaments and averages catching 2 in the 30 pound range in a year. I average 3 to 5 a day on live bream.
My friend once casted an artificial (can't remember what it was) in a creek, a fish not only took it as soon as it hit the water, the fish flew out of the water hitting it. Friend reeled it in and it was a channel cat. I've caught one cat that I can think of on an artificial. It is a pleasant surprise to me.
Me and my buddy were fishing a farm pond in WV and he caught a catfish on a spinner bait once. When he hooked that thing we both thought he had a big ol bass on and were shocked when he pulled the cat in.
