Quite a few states have elk but have a very restrictive hunt if any at all. NE and OK have them but I think its private land and resident only.
To me, I would just assume shoot one in a high fence versus their atypical habitat today. Dont get me wrong, if I ever draw a TN, KY or PA elk tag I will gladly go, but it will be a strictly meat type of hunt.
