Age 65 License

My mother turned 65 in October.
If I read the book right she can purchase the type 166 "Permanent Senior Citizen" license for $50 and that is all inclusive hunting/fishing aside from special permits and such from here on out?


She loves fishing and I thought this would be a good Christmas gift for her! But I will have to wait until February 18th since she currently has a license?

Yes. I have the 166 and buy the 167 each year. If I win the lottery, I'll buy the 004 which covers everything but migrant birds. Only hunt doves, no ducks or geese. Good idea. I was 65 once.
Edit- If she is only going to fish, look at the senior annual 164 license, $5 per year.

Why would you buy both the 166 and the 167? I'm confused.

166 is basic and a permanent senior license and covers the basics. The 167 is an annual license and covers WMAs, etc. Info is on page 6 of the regulations book; required for a holder of the 166.
