If he took the practice shot 300 yards away from the target to get his drop and wind, I see no reason why he couldn't have made the shot. The spotter had to give dead on corrections for him to make it though, and the spotter should get just as much credit.
Let me stipulate that the spotter was the best ever. I heard he went to elementary school with the Ghost of Kiev.

Tell me about the ammunition performance.

What was the observed extreme velocity spread? What would the spread need to be to obtain a reasonable chance of a hit at that distance?

A 20 fps either side of the average velocity would mean a hit at that range would be about as likely as hitting the lottery.

Not saying he did not do it. People win the lottery everyday. But if you do a little homework on how just this one variable influences hit probability, you will probably come to the conclusion that this is just another piece of propaganda.
