I have one plot in a wooded area. It is about a .25 acre that has open canopy that will receive sun. However it is far enough back that I can't get equipment in. I have sprayed it and waited and then cut the vegetation down really low. Question is would a drag behind a 4wheeler get the remnants of vegetation out and get the dirt good enough to plant or should I borrow a garden hand tiller? I am planting brassicas and a little clover. Or can I just broadcast the seed over the low cut vegetation? Thanks

Basically what I did. Two weeks after spraying, I returned. Used a garden rake to rough up some spots. Road the ATV over it a bunch. Limed and fertilized. Then broadcast the seed. Oats first. Road over it to "cultipack." Then the clover and rape. Road over it again. Got rain that weekend. Looked great when I was out to take a look last weekend.
 
We have a place the same way. I bulit a nail drag and took it in and it worked good just left it in there for next year . If some one steals it I'm only out $25.00.Here is the link https://goo.gl/images/24xzoH ,the only difference in mine was we made it 4 ft wide instead of 2 and kept the length the same. We just add rocks for weight when we need it, it torn the ground up pretty good and ripped out all the dead Grass and weeds.
 
The drag will be more than enough to rough up the ground. With what you are planting there is no need to till. Try to time it right before a rain and you should be good to go.

I picked up a Groundhog Max disc to go on my ATV for deep wooded plots. I just used it today, and I am very happy with it's performance. It cut down 4' high grass/weeds and minced it up while breaking the soil. Then I raked the cut grass/weeds away. Ready to lime, fertilize and plant...
 
Anything you can do to break up/rough up the soil will help. I've done wooded plots before that worked out great but I hauled a tiller back in there on a trailer with my ATV.
