WMA Roads

Does TWRA allocate funds within the budget to maintain or improve the unimproved roads found on WMAs?

I ask this out of curiosity because I've noticed for the past several years (5+), the non-county unimproved roads on a WMA I frequent, generally are completely impassable with a 4x4 by Christmas time, same applies during turkey season. Is the budget that tight?
