Who to call for hunter harassment?

I had a situation last year where the fellow that lived next to property we had permission to turkey hunt would drive the roads and blow his horn, get out yelling, etc.

If it happens this year, is this a TWRA issue or can local deputies handle it?

It will be a TWRA issue. Call your local officer.

I would suggest getting in touch with them prior to the season and letting them know about last season's issues.
