Bingo...an arrow kicking like a dolphin with a fixed blade affixed to the front is not going to penetrate very well.
Penetration will suffer greatly regardless of tip if the bow/arrows aren't tuned properly. You lose energy in the arrow fishtailing therefore penetration suffers.
