You do realize that since the beginning of the TN elk hunts that one permit has been set aside for sale to the highest bidder by a NGO? The NGO gets a small percentage for handling the auction and the rest goes back to TWRA to be used by the elk program.
The rest of the permits go into a normal lottery draw. I've seen no evidence at all of well-heeled anything with those permits.
The conspiracy theories are pretty laughable.
