There is not a nonresident license that covers that wide range of activities.

To participate in all that you listed the person would need the following:

1.Annual fishing license (type 076) (no trout) or Type 081 which includes trout. In addition, if they fish on agency lakes, Reelfoot, Tellico-Citico, or Gatlinburg there are specific permits for those waters, There are trip licenses ranging from one to ten days that would also cover the fishing on a short term basis.

2. To cover the big and small game hunting, they will need the Annual All Game License (Type 073) That license is available for a 7 day period as well (type 074). If they hunt any migratory birds, they will need the Type 006 Migratory Bird permit.

If they want to take antlerless deer during the gun season (G/M/A), they will need the Type 94 permit. That also covers them to hunt big game on a WMA. To hunt small game on a WMA, they would need the Type093 permit, or the Type091 which also includes waterfowl.
