Is this all my dad needs if he is only going to fish a handful of times a year and is this kind of like a lifetime license

If he is over 65, the 166 will cover him for licenses, including the trout license.

It is not the same as a Lifetime Sportsman License in that it does not cover any permits, agency lakes, etc.

Senior Citizen license (Type 166) and do not need a
lake permit.

I found this on the TWRA website under Family Fishing Lakes.
