I have no clue. I know I have ordered cheaper cameras at this price before and they have worked reasonably well. I can tell you, you will not find them much cheaper than that.
if you are looking for quality though, then I'd probably for for something better. These will work though and honestly if you get permission, to put one out on public, these are the types of cameras I put out....
