Food Plots Time got away, need advice

I usally do my food plots by the first of September lime and fertilize according to soil test . I always plant winter wheat , bfo , Austrian winter peas , crimson clover and ladino clover . Normaly I plow or at least use a cutting harrow after spraying with gly and burning but this year time got away . My main 3 plots have a really nice stand of Ladino clover that I mowed today to about 8" high . A month ago there did not seem to be a weed in it but today there is some spotty weeds . I would like to see the ladino do well but I would like to sow some winter wheat , peas and crimson clover . Can I put 0-20-20 for the clover and then just top sow the rest or do I need to disc it up a little , should I spray and in what order should I do everything .

We started planting our 50+ fields today, we will finish in the next week. we plant wheat, and overseed with Ladino white clover.
