Even if rhe minimun fine was $10,000 it would be up to the sitting judge to impose it. I read an article a few years ago that a judge in one county either in Kansas or Iowa. The judge dismissed every deer hunting case that he tried. He may have even ordered officers not to charge people for killing deer.

On the other hand I was in court when a local politician told the judge there were too many d4mn deer. The judge told him that sometimes there were too many d4mn politicans.
 
Someitmes fines don't stop them either. I caught the same guy 3 times in 5 years. Between the three times he probably paid $5000+ in fines and court cost, probation fees, lost 3 guns, 1 or 2 trucks, and jail time. He worked as a dishwasher so he wasn't making a fortune. All I did was move his hunting spot out of county. After the first time I would get reports of him killing deer with his truck. None of the charges I placed on him involved a buck.
