I was gonna mention that. I've heard of folks that have a good buck that they want to measure cutting a board and sliding it between the antlers.

I know a few people that have done that. but you risk breaking the rack. I heard stories of it happening never seen it happen in person. but I would not do that personally. but sounds like the taxidermist just didn't take the right measurement or didn't care about it much at least. but nice deer nevertheless.
 
He somehow lost the cape, he just took another cape, measured its size, ordered the size form it called for, and mounted it using the original rack.

There are two types of shrinkage that happens with trophy animals that have antlers. The first is ground shrinkage. That is the amount the antlers shrink between the shot and the recovery. The second is memory shrinkage. That is when the animal is just not as big as you remembered.

The actual shrinkage is minimal.
 
Then there is the shrinkage from swimming.
You shoot a 200lb buck with a ten point rack. You don't find him for 1 1/2 days then an 6 hour trip to the taxidermist. His cape is shedding like a dog in spring. You get a cape from a 150lb buck and use it for your mount. Hmmm must of been the taxidermist fault. Some VOO DOOO shrinky dink stuff going on in that shop.

From the picture you posted it appears that cape size matches the rack pretty good.
 
I know the feeling between the taxidermist, ground shrinkage, bad weather, the sun in my eyes, and I had too pee on top of all that my bucks always look smaller !!!!!!!!! :-) :-) :-) lolololololololololol hahahahahahahaha
