All I could say is maybe too much nitrogen fertilizer or maybe if you have them too shaded. They might just need a little more time before they kick in.
 
Mine are loaded, I would guess 100 peppers each. But they are all yellow, they have been yellow for two months I guess, but suppose to be red before I pick them. My first year with Tobasco's...
 
In Louisiana the peppers slow down a lot in the heat of summer and pick back up and start bearing again in the fall when it gets cooler.
