Yes, there are laws aginst it and you would not like the BATF showing up on your doorstep. This is why when you buy online, you gotta pay a Haz mat fee of from 20 to 40 bucks per I think 50 pound shipment.

Do not ship loaded ammunition without all the proper paperwork, really and truly a pain. Go to UPS, I think they are the most qualified to get you going.
 
Loaded ammo does not require a hazmat fee. Primers/powder on the other hand is a different story...It requires a hazmat.
 
I think the Haz Mat fee that you are talking about is on smokeless powder only, and comes in containers of 1 lb-5 lbs.
 
I think Black powder,Triple 7, and primers are also in the hazardous material listings along with smokeless powder.
 
Hazmat fees are for primers and powder only. UPS is the only shipper that will ship ammo from an individual. Even they will only take ammo from individuals at certain places. No UPS stores will accept ammo. A UPS terminal or a certified UPS shipper can ship ammo. Ammo must be no greater than 50 caliber. All that UPS requires is that the box is marked "Small arms ammunition" and ORM-D with a box marked around it.
