Question about cushioned traps

My question is instead of buying rubber jawed coil spring traps, is it legal to buy just the regular jawed traps and pad or cushion the jaws yourself? Was thinking of maybe using weather stripping or maybe even spray foam, or another type of foam or rubber. Thanks

The only legal cushion traps are the factory version or those retrofitted with the factory robber jaws.
