This may be a dumb question, but can I use a cell cam with a verizon plan with an AT&T phone?

Has nothing to do with your phone plan. The camera will run off either Verizon towers or att towers is all. It's all ran with apps. Not a dumb question can be confusing to anyone not running cell cams.

You basically get a separate "cell plan" with your cell cam.
You have to get this from the cell cam brands (like Browning, Reconyx, etc.)
Most cell cams today will run off either AT&T or Verizon towers,
but many cams require you to choose one or the other (AT&T or Verizon towers).
Your cell cam "plan" will then send pics to whatever cell phone you have.
Many cell cam plans will also send the pics to both your email and your cell phone.
Personally, I normally like to view my pics on a full computer screen instead of my phone.
Having them available instantly both places, gives me that instant choice.

Most new cell cams now come with both Verizon & AT&T Sim cards. So u don't have to make a decision as to which to get at the time of purchase. U just use whichever works best a the locations u place the cam.
