With the proposal coming up and seems to be a heated debate. This is a honest question for EVERYONE and I'll go ahead and get it out of the way. I'm from EAST TENNESSEE so I can't be labeled as a "local" or I think you're trying to steal "MY" blind.

The question is... How do you think your chances are any better or worse with a computer draw instead of handheld draw. Let's just use a simple example and say the top wma normally has 2000 at the handheld draw. Well now not only are you going to have those 2000 that would've been there at the handheld but an extra 2000-2500 from the computer draw. It greatly lowers your chances. I know there more dates but we're talking 3-4 day hunts and 7 day hunts. How "many" more chances is that when you almost if not more than double the participants. Let's keep it somewhat civil and leave the bashing out of the discussion and maybe someone with better mathematics than me can figure out the odds

Chances are much, much lower because the applicant pool will go way up. Furthermore on a WMA like Old Hickory it went from 100+ 60 day blinds down to 19. Now usually only about 30 of those blinds are any good but they took 8 out of the 30 and made those Tier 2. So that makes it that much tougher to get drawn as well. Then when the point system starts to kick in in 2 years if you don't have any points you might as well forget it. But hopefully the state legislature will get involved and the new tier system will be scrapped.

I don't mind the computerized draw for 60 day blinds. I don't mind someone from the east side drawing a blind, if they're going to build or fix it, decoy it, and hunt it. What I do mind is making most of the blind spots tier 3 and 4, where there will be nothing but a stake and having to hunt from a boat, throw out 5-6 dozen decoys, and have only 2 or 3 of my friends in the boat with me, as opposed to being able to have 5 or 6 in a blind with me. When the inevitable happens and you have to have a bowel movement while hunting, it sure is nice to have a bathroom in a blind to use instead of having to hang over a boat rail and go, or get over to the bank and squat. It's nice to have a kitchen to make breakfast in and heat for those cold mornings without having to carry in all those things daily in addition to your decoys, motion, guns, shells, and boat blind. I do mind folks running through in their boats looking for where they are supposed to be while I'm trying to get everything set up in whatever spot I happen to have access to that day.

I do not have a problem with people from East TN or whatever coming to draw and hunt. I do not have any issues with only draw. I do have issues with starting a process that will eventually get rid of the permanent blinds. As said above, a good solid blind with areas for cooking and resting has much more appeal then a marker you park a boat beside.

The posts and attitudes of many on here have solidified for me what a monopoly West TN has on the system and how truly selfish many of you are. Why else would so many of you be so pissed about the changes if you weren't potentially losing out on your little corner of duck land. This goes beyond just the draws. What many of you won't admit it because of your networking with the other locals it doesn't matter if you get drawn you will still have access. So with the potential of the new system, you are seeing the playing field leveled. When 30+ individuals of the same group all show up for a draw it even further reduces the chances of the 1-5 guys that may make it over from other areas of the state. I keep hearing it's about everyone getting a trophy. No, it's about having equal access to the trophy. Which according to many of you the trophy has sucked for years with the lack of ducks, so again, why do you care so much about potential changes? Maybe, just maybe...because something that you view as yours isn't?

The commission and TWRA need to look at the potential safety and access issues for people who have barely graced the area, yes. Hopefully, after some reflection, they will refine some aspects of the plan. They also need to explain how the permanent blinds will be paid for and maintained. In my opinion it has nothing to do with who hunts where in this state. As others have said, we all have had the same opportunity to draw, hop or hunt wherever we want across this state. It's been open for all. That cannot be disputed whatsoever. No one has been restricted from doing this.

The big miss by the commission and agency has been on waterfowl habitat development for the east side of the state (and middle to an extent). I suspect there are many areas that could be excellent parcels for waterfowl hunting. This is the case in middle TN where I am at. Percy Priest is surrounded by public land that has quite a few fields that could easily be manipulated for waterfowl hunting. Yet it sits unused. The east side is on the edge of the Atlantic flyway and could be as good or better than middle TN.

Instead of taking so much away from middle and west why doesn't the commission look at ways to develop the east side public lands that are already there. If they do, you never know, we may come east in search of ducks. They sure don't seem to be in middle or west.

Don't think I have heard anyone complain that they are doing the online draws. I think the complaints are doing away with the season long permanent blinds. Unless you have ever drawn one and know the work that goes in them you wouldn't understand. You would also understand why people want a permanent blind vs trying to hunt out of a boat. It is going to cause a lot of people to have to split there groups up. Hard to hunt 6 people out of a boat. I have to be on call for work sometimes and I live less than 45 mins from where I try and draw and I miss it sometimes that's just part of life. I like the online draw but I want a permanent blind and not just a stake in the water for 3 days. If I wanted that I would just boat hunt now.

Love to see them put more resources into other areas of the state. Not sure the ducks are there to warrant the effort. I heard from a few old-timers there used to be ducks in East TN. You think it's been rough in West TN...sky watching has a whole new meaning in East TN. The Atlantic Flyway is mostly coastal now and not close to what it used to be numbers-wise. I hunted it a lot in the late '80s to mid-'90s, hunting was good back then. I still hunt it on occasion up in Maine and it is pretty poor these days. On the Atlantic Flyway, they dropped the mallard limit to 2 ducks and only one can be a hen this past season.

Agreed, a permanent blind is way nicer to hunt of than a boat. Yes, I have brushed and maintained more than a couple of blinds, sh!t ton of work that won't be accomplished in a day.

Yes everybody that is involved will share the blinds available. Those that get drawn share with those that have time to hunt the blind when drawn. This group has been doing this for the past 5-8 years why would they stop drawing together when you change the rules? You think a single person drawing has a chance for a blind when large groups still put in and share spots?

I will lighten up the conversation and say I saw more mallards on the Little Pigeon River than on any hunt of Old Hickory upper unit this year. It was back in December on the outskirts of Pigeon Forge. Well over 100 ducks in that part of the river. It rivaled the lower unit of Old Hickory around the boat docks. So I know there are SOME ducks in east TN.

Hey I get it and honestly do. My work schedule is not like most and my off days are Monday and Tuesday. Some years I can get off work and some years it's a no go for me. I'll be honest and say I'm not 100% for certain about the different regs at each wma but I do know that you can blind hop and I actually encourage blind hopping IF you leave the place in better shape than you found it. Take advantage of it and scout each area while hunting. I've been to some west Tennessee WMAs to hunt and the "locals" gave me all the info I needed when we talked and told them my situation of trying not to mess anyone's hunt up and they pretty much led me to huntable places and it was greatly appreciated. I don't really think there's much anyone can do about the Dead Sea of duck hunting around these parts of East Tennessee. I honestly think the problem comes in the different tiers of the blinds. The lack of care that will be taken of the blinds and the dangers of folks not familiar with the area. I've got an example of how this last computer draw hurt the general public. Take Woods reservoir it's nothing to get excited about but for years I've always know someone or had friends know someone that got a blind at the handheld drawing. Well this year anyone and everyone I talked to struck out and out of curiosity AFTER legal shooting light I went blind hopping and out of ALL the blinds out there I guarantee you only 2 or 3 had someone in them and I who knows if they were the actual blind holder. Point being people toss their names in a draw and have no skin in the game. If they get picked great and they may or may not really want to hunt it but the folks that actually go to these draws are there to try their luck to get something and if it gets to far down the list tons of folks walk away cause those blinds are not worth The trouble but there's always someone willing to take it in person.

A good post, however, if you are coming to west Tn, say Gooch,Tigrett, without a prerun here in the daylight, you will never find these blind sites. And a pre scouting trip may involve when others are already hunting. Now that wont ever fly. It's just not practical. I live with 30 miles of gooch, tigrett. Own a private spot that joins tigrett. These sites will never be located by people not already familiar with them. As dodge man stated earlier, many other factors influence access as well. I cant believe TWRA is even considering this.

Main channels then runs made off those. Easy to navigate and minimal underwater hazards. However, TWRA doesn't have the resources and some of the geographies in some of our WMAs would make it almost impossible to do.

The just say no approach, or the commission sucks comments aren't going to help find a reasonable middle ground. I can almost guarantee for as many of you writing in and/or posting on here there as many supporting the change. This didn't just happen out of thin air. People have been complaining for years and now the right/wrong (depending on viewpoint) person got in a commissioner's ear.

I think a few changes at a time to measure the impact of those changes is best. Change #1 100% computer draws. Change # 2 eliminate the selling of blinds/using them for commercial purposes. Change #3 identify a couple of WMA's to experiment with the 3, 5, and 7 day hunts. Get an idea of if people are showing up and from where/overall utilization.

I agree with you to a certain extent, but I think you are selling short some of the hunters from other parts of the state. Yes, there will be some that do not want to put in the effort to scout and learn the area. But others that get drawn will surprise you with their preparation before the hunt. Everyone has to start somewhere, same as the guys local to these areas.

Now the wildcard to all this is the computerized draw. No guarantee the dedicated hunter gets drawn verses the show up morning of the hunt and roam around guy. But at least there's a chance.

I could easily be wrong, but this could ease some of the pressure on these areas if cross state guys get drawn and choose its not worth the effort. Selfishly, a duck hunter hates nothing worse than other hunter pressure.

The biggest issue is the permanent binds will not be repaired by people only hunting 3-5 days. They will not have the equipment or time. So in 3 years the blinds will be burned, some spots can be boat blind hunted but several spots take 2 boats to access. So those spots will end up not getting hunted except by maybe some locals that figure out nobody is hunting it a have the boats and equipment to get in there. But that is not the same quality hunting as from a permanent blind.

Fewer hunters- less pressure. More opportunities for the local guys that want to go more often.

Worse scenario is a cross state guy gets drawn for one of the season long "good" holes. He's not going to be there very often. More opportunities for the local guys.

I would want my area to be as nasty and unhunter friendly as possible. Then you could find out who hated the ducks the most.

What am I missing here? Honestly don't see the issue.

I will admit I am unfamiliar with TN public duck hunting. Enlighten me, because there may come a day I want to hunt here versus out of state.

The ppl 4-5 hours away are more likely to go for 3-7 day quota draws rather than 60 day blinds.
