Prohibbited WMA Entery Before Sunrise/Sunset

Just curious for the reason for this. After deer hunting a few WMA quota hunts, I know this is highly ignored and not enforced.
It also goes against most people's hunting styles, wanting to be in the stand before sunrise. Also, everybody wants to get there early to get their spot.

I would suggest discussing it with the Area Manager(s) on the Area(s) where you have the issue.
