How can you tell which hunts in the guide are quota and which are open? It appears that the quota only hunts appear with a "hunter quota ###" listed and the open hunts only list the dates and the specifications. IS this the case for all other WMA that are listed this way? Catoosa and such?

Sorry, I'm not sure on that one. I suspect you are correct with quota hunts listing the number of hunters, but would be afraid to give a blanket yes on all the WMAs being listed that way. Give the Regional office or Wildlife Div. a call.
