Where are the measurements taken for barrel length?

I inherited one from my brother in law when he passed, I think it's a little short and I should turn it into the local LEO ?

With the breach open and measured to the end it's 20.25"

That is a question for the ATF. Give them a call, and they can tell you how to do the legal measurement.

The measurement is done by closing the breech or the bolt and dropping a dowel down the barrel. From the face of the breech/bolt to the end of the muzzle is the measurement they use. I am not sure of the legal minimum measurement, and don't want to get anyone in trouble by going off my memory.
