Non resident

I've got a buddy that lives in Georgia and he already has his non resident tn fishing license but was talking about hunting either this year or next with me and I saw where it said non resident annual big game $305 but does that license include the non resident fishing also or would the $305 be on top of the $100 he already pays to fish. For deer, he has to have the Nonresident All game license. He will also need the type 94 permit for antlerless deer during the gun season.
