i am looking for a new scope for one of my mag. rifles up to 14power. what scope has the most eye relief and holds the same eye relief at any power?

As far as a direct answer, don't have one but I can tell you Zeiss is nice!!!!
 
I don't have one, but look at Vortex PST 4-16x. It's a front focal plane scope with 4 inches of eye relief.

Leupold VX6, Zeiss, and several other scopes have constant eye relief in the power range you are looking at. I have a Meopta Meostar R1 4-12x40 for sale in the classifieds that also meets your criteria. It has 3.5 inches of constant eye relief. Optically it's just as good as the top tier Swarovski and Zeiss scopes.
