Also that only covers big game so will need the waterfowl/ small game permit as well
I was just looking at the twra site and it says everyone is required to buy a wma permit except LIFETIME sportsman license.

The annual sportsman also includes wma permits. Been checked by different TWRA officers on different WMA and seasons and was good.

If you have an annual sportsman license you have to do the HIP permit but it's free. It's a survey required by the Feds and you have to do one for every state you hunt migratory birds in.
