Probably got gored in a fight. I've seen similar on a few bucks through the years and they eventually go away. I'd inspect the meat around it and if it looks and smells fine then it's fine. If you're worried then cut around it and discard the questionable area.

Abscess, most likely from an antler tine (fight). Got a buck like that on my place. Abscess the size of a football at the junction of his neck and lower jaw. Then the abscess popped, and it's almost gone.
