I don't think it's very fair to make an accusation like that. There isn't a ruler anywhere in the picture and from far away it's not as easy to notice whether those smaller fish are small stripers or white bass.
 
Folks are so stupid...I am volunteer for the twra. All fish are legal. And i never keep over my limit and we leave when we limit to avoid killing any fish we cannot keep to eat. If its a Rockfish or hybrid its 15 inches... and white bass has no size limit....
 
Looks to me like a whiny "catch and release" fanatic who wanted to give you crap about keeping some fish. Rockfish, Hybrids, and White Bass are delicious. Eat up, I know I do when I catch them!
