Food Plots Food Plot Help

I have basically lost my food plot due to what looks like bugs.
Everything came up great and was looking good, but I noticed on Saturday that it wasn't looking so good. Went back today and it is looking worse. I'm in Shelby county and we have gotten heavy rain the last 2 days with more expected. What's opinion on overseeding? Is it too late?

Last year I seeded a 2 acre plot with grain rye. It did great. It can grow some even when temps are in the upper 30's

Wheat and oats and white clover or just wheat, do it now. It has all month to establish. Just finished planting one yesterday. and will overseed one more this weekend!
