A friend was complaining that he didn't see many deer on his property this year (Wilson County). He couldn't even get many pics. with his cam in front of a corn pile. He found out that a neighbor had planted ten acres of corn, waited for it to mature, then cut it to the ground without harvesting the corn. Is that baiting?
 
Interested in seeing the answer. I'd assume not illegal. You wait for corn or sunflowers to mature before cutting them down for dove, and that's state and federal.

The growing and cutting scenario you describe would only be baiting for waterfowl. For other species, including doves, it would be legal to hunt on and around such a field.
