Arkansas Elk Hunting

I never see this state mentioned. Does anyone elk hunt there or are their hunts limited to residents? I was under the assumption there were some monsters around the White River Refuge area.

Resident only or previous resident who holds a lifetime license.

I was interested in their alligator hunts and they too are restricted to residents or previous residents who hold a state lifetime license.

I saw this dude two years ago while we were near the Buffalo National River. He was a monster for sure. I don't know anything about the hunting though.
