You can apply now . Re upping the numbers ,, they have some large holding that are being sold/traded etc, mostly coal co and timber companies and that type. The problem is a new owner coming into the picture may or may not have an agreement ( you know when lawyers are involved they have to extend it to suck every penny they can ) signed by the time the season rolls around . S they are afraid to over commit and then that propery not be available .
That's the explanation they gave me , The herd could stand more hunting !

So am i understanding correctly? You pay $1000 for a chance to hunt them? What if you don't draw a tag? Do they keep it all?
 
In Ky. the non residents are only allotted a certain percentage of the tags. The yr. I drew, it was like 8 percent. I believe they had 8oo total cow tags, with 80 going to non residents, and only 80 bull tags, with 8 for non residents.
 
If they have the same opportunity as residents then its changed, speaking as number of tags for residents versus non residents.
