I have a couple of 20 gauge remington 1100's in the youth model.. my daughter started out on one when she was 9 or 10.. very little felt recoil..
 
20g,its even good for us old codgers too :) ,theres a good selection of semiauto's to pick from now adays,I went with a weatherby SA08 20g this past fall & really like it,a gas operated will have the least recoil most of the time.mine weighs a shade over 6 lbs ,$500 & tax.
 
Remington 1187 youth models have very little if any recoil. Just dont let the slaesman talk you into an 870 pump 20ga youth, they kick harder than a mule.

Remington 1100 28 gauge. IMO, might as well get a good gas 12 gauge if your gonna get a 20. A 28 gauge is the perfect youth gun, imo. I'm not knocking the 20, I love'em. But I've seen 20's kick just as much as 12's. Other than weight of the gun, theres very little difference in a 12 and 20. Especially if your mainly going to be using target/dove loads.

You raise a valid concern. I reload all my 28's and sometimes I forget about cost of factory loads. I reload 3/4oz in my 28 vs 7/8th oz in a 20. With lead #8 shot, thats very few pellets diffence. But, I'll admit I forgot about ammo cost being a concern. Me personally, I'd rather pay the extra for the best possible gun for a youth. A lot of issues can develop at early ages that can be a booger to get rid of as we/they get older. Most comes recoil and improper fit.

forgot to answer your first question. Rem gun club 20 ga will usually run from 5.99-6.99 vs 28's will range anywhere from about 8.00 to 11.00. But I can reload 28's for right around 4.00/box.
 
I have been loading 28's for years.. I got a 28 g 1100 skeet gun.. its one of my favorite guns.. but the shells will eat your lunch if you dont load them.. I actually bought 500 empties last year and I think I paid .14-.15 cents each for them..
