If you plan to hunt the other species then yes. The general elk tag is gonna take a point or two. Deer is a bit different because non residents in WY don't have a general option, plenty of 1st choice units to hunt with zero points but most are not very good. If you go outfitted then you would need a couple points for some decent trophy units that are mostly private, the better trophy public land units require a lot of points that might be hard to chase but you could possibly get into a non trophy decent public access unit with less than 5 points.
