try'n to think ahead, I'm know some things can tolerate cooler weather better than others and different plants get set out at different times, what do you set out at certain times of the season ??
 
I do a google search and once I know the correct temperature I will verify that temp at 8 in the morning with most any type soil thermometer, a grill fork with digital temp gauge works great for me
 
Anywhere from late April to early may depending on how cool or warm the season is and the plants. Peppers are warmer and some things are cooler, brassicas in general are much earlier and prefer cooler temps
 
For cabbage, broccoli, onions when soul temps hit 45. Corn when the temps hit 50. For most other veggies, when soil temps are above 60.

In SW Tn...anytime after April 15, but still have to watch the weather for frost
