I don't think their eye could just pop out, have you ever boiled a European mount, it's tough to even get the eyes out with a sharp knife.

I guess the biggest reason I post this pic was because I was wondering what peoples opinions were on what happened. is there a disease that could cause this or did his eye get hurt in a fight that caused an infection of some sort?

It's Deer fibroma. Google it. It's basically tumors. I killed one earlier in the year similar to this.

Yep, fibroma. Proptosed eyes unlikely in deer and if you look closely at the picture the eye appears in place.
