What does this mean?

I get this when I try to put my son in for his youth Elk hunt. He is a lifetime license holder.

Never mind. I discovered that he cannot apply for the youth hunt and the regular elk hunt at the same time.

He'll just have to hope he gets drawn for the gun hunt.
