What do I need?

My kid has gotten an invite to a youth hunt and I am in search for her some items. What I have read is that since she is not 16 yet. She will not need a duck stamp. Is this correct? She has a lifetime license already.
Also, I am needing to pick up some 20 gauge shells. What non toxic shell would be best without breaking the bank? I have never been a steel shot fan from my days of duck hunting. I have not duck hunted in years. Anything else legality wise I am missing?

Steel's come a long way, so don't write it off. Might be all you can find at this point. What do you know about the area she'll be hunting?

Going along with the ammo shortage. I could hardly find any online or close by. Ended up getting some Hevi steel and Hevi metal (both #2). Thats all I could find locally.
