Utah tag shenanigans?

I got a FB listing for a popular guide service, Worldwide Trophy Adventures, with a photo of a monster velvet mulie.
"WTA TAGS was able to draw the non-resident, archery tag on Utah's Henry Mountains for client Kevin Race. He then booked with one of our very best Utah outfitters. Kevin had this buck at seven yards. He then bounced-out to 20 yards, stopped-looked back, and kevin was able to arrow him! Estimated green gross – 240 inches!"

There was only one tag for this hunt, and it drew randomly (going to someone with 8 points, out of 829 applicants), when others have been applying for 22 and 23 years.
I play the UT tag game, but this one has me stumped.
AT Hiker, or others, have any thoughts?

I guess that's the beauty of a true "bonus point" application? It's also the downside to those that have played the game longer...

UT is a true bonus point for limited entry, correct?

I think WTA tags is a application service and their client with 8 points free the tag. Not WTA, they are just misleading people. Crappy business practices.

So, maybe this guy just won the lottery and then went through WTA to locate a guide?

From my understanding, for NR, Utah is just Bonus Points for NR. It is kind of a bad deal for hunts that only get 1 NR permit, as it is total luck of the draw. If there were 2 NR permits, one would go to the person with the highest number of accumulated points.

I think he hired WTA to put him in various states applications. Basically you pay a company to apply for you.

Then WTA assisted him in finding a guide.
