I don't know if this has been answered before or not but what is a type 87 big game management permit. Is this a new thing? Thanks for you time

It is a new permit that was passed in the recent rule change. It is my understanding that what it will cover has not been fully decided at this point. It was included in the package to keep from having to reopen the Rule at a later date.
My understanding was that it would not be implemented for the 2015-16 season, but I am not in the loop for those discussions any more. Sorry.
