I thought it said if you kill a buck in one of the CDW counties and the test come back positive you got another buck tag.
 
Considering it's an earn a buck for CWD counties, then it makes sense that the extra buck is to be taken in the CWD zone.
 
It's for both. Earned and replacement bucks are only valid in unit CWD.

The bold print in this copy from the link I added for to highlight it. It is not on the original, but perhaps should have been.

Unit CWD Earn-a-Buck

To increase the number of deer harvested and sampled for CWD management, additional bucks may be earned.
Unit CWD includes Chester, Fayette, Hardeman, Haywood, Madison, McNairy, Shelby, and Tipton counties.
Tennessee's antlered deer bag limit (2) did not change; therefore it still applies to hunters hunting Unit CWD as well as the rest of the state.
Unit CWD hunters may earn up to two bucks for harvest, in addition to the statewide antlered deer bag limit of two.
Once a hunter has harvested two Unit CWD antlerless deer, checked them in, and has reported, during check-in, the location of where the CWD samples were submitted; the hunter is automatically eligible to hunt an earned buck (i.e., antlered deer). TWRA is, however, going ahead and notifying hunters via email of having earned a buck for good customer service and to help hunters and wildlife officers during field inspections.
Only deer harvested in Unit CWD counties qualify for Earn-A-Buck.
Valid for 2019-20 hunting season only.
Earned bucks may only be harvested in Unit CWD.
Unit CWD Replacement Buck

To assist CWD management efforts, replacement bucks will encourage hunters to continue hunting and harvesting and be an added incentive for hunters to have their deer tested for CWD.

Unit CWD includes Chester, Fayette, Hardeman, Haywood, Madison, McNairy, Shelby, and Tipton counties.
Unit CWD hunters will receive a replacement buck if they harvest a CWD-positive buck and the lab result is confirmed by TWRA.
There is no limit on the number of replacement bucks.
Valid for 2019-20 hunting season only.
Replacement bucks may only be harvested in Unit CWD
 
The difference is in your goals vs TWRA. They aren't aligned.

You want the opportunity to kill 3 bucks with the freedom to take the 3rd elsewhere. TWRA wants samples for testing and the earn a buck is designed to do just that- get more samples from the zone.... sure, you did them a favor by submitting samples but.... you also killed your limit... and that's a statewide limit.
 
docpoco - I share some of your viewpoints, and have discussed a lot of your scenarios, as well as other scenarios, with a lot of hunters who hunt both Unit CWD and Unit L, on the fringes of Unit CWD.

Due to the way the regs read, my minimum requirement for a Unit CWD buck have slightly increased as I don't want to burn a "statewide" buck tag (good in all 95 counties) on a Unit CWD buck, knowing there are ways to "earn" two additional Unit CWD buck tags.

Due to this, my two "statewide" buck tags will be just as coveted as always, if not more.

Here's the question I want answered:

You start off the season with TWO STATEWIDE buck tags, good in all 95 counties.

You kill two does in Unit CWD, get them tested, then earn an additional "UNIT CWD" buck tag that can only be used in Unit CWD.

You kill a buck in the future in Unit CWD, at which point you have two statewide buck tags and one Unit CWD buck tag available for use. Which "buck tag" do you punch at that point? Can I use my recently acquired "Unit CWD" buck tag, since I can earn another one, and hang on to my more coveted "STATEWIDE" buck tags?

In other words, is there any SPECIFIC order thar your buck tags must be punched, if you have both kinds available and you kill a buck in Unit CWD.

To clarify, killing two does in Unit CWD to earn a buck tag, should constitute that "buck tag" to only be used in Unit CWD. Totally agree with that point of view (TWRA). I'm not a fan of burning my "statewide" buck tags in Unit CWD JUST to increase the harvest/testing, knowing that additional "earned" buck tags can only be used for Unit CWD (8 counties at the moment per proclamation).
 
My thought would be that statewide tag gets burned before bonus tags in CWD unit. My thought process is that it's a bonus tag and can't be filled until the first two are burned.

^^^ Makes sense, but is it spelled out any where? Also, is the word "bonus" used anywhere? I'm not seeing any of this in the printed H&T Guide, or online at the TWRA CWD website.

docpoco - the printed H&T Guide is vague, and the online verbiage most likely has been updated since August. I had, and still have several questions/scenarios, especially the order in which buck tags must be used in Unit CWD. I've left voicemails at Region 1 (Jackson) and HQ (Nashville), but no call backs as of yet.
 
Does not say bonus, but does say earned. Its a matter of semantics for sure. I sometimes wonder if things don't get worded intentionally vague. And you can bet that the online CWD page has been updated since the guide was printed.

Agreed on not being confusing, but it is seriously lacking on details concerning "earned buck tags". Enough that one could play out several scenarios in his/her head and move forward in err without any ill intentions.
 
Andy, I suspect they had not even thought of the order buck tags would be used when the new regulations were established.

Since there is no order (i.e. sequence) in which one is required to use each tag stated within the regulations, then order is of no consequence, rather geography is what matters.

Because order is of no consequence. It's best to think of the CWD units as independent, exclusive units within Tennessee. The goal for TWRA is more testing of deer for CWD, as well as increased harvest of deer within the CWD units.

I'd like to think you are right, but I can assure you if I ask five different wardens, I will get three different answers, thus why I have called Region One and HQ and left messages for further clarification.

The power of government, and those within government who write regulations, is the ability to say "No". If there is no mention of sequence in which a person is to apply the tags in question within the regulation, then it doesn't matter. E.g. if there is no regulation requiring motorcyclists to wear helmets (i.e. telling you NOT to ride a motorcycle without a helmet), then you're legally allowed to ride a motorcycle without a helmet.

edit: And the fact that five different game wardens have given you different answers means they don't even know because it doesn't matter. If it mattered, they'd know. They're, most likely, just making it up on the fly to save face. They're supposed to be the experts, right?

Yes, big discrepancy to me....

Website states replacement buck must be killed in unit CWD

The letter infers the replacement buck can be killed anywhere in the state.

Lots of kinks to work out for sure

how would it be a contradiction if your friend killed the buck in the CWD unit as the letter states in the third paragraph but the fourth paragraph would be a little confusing.
 
Third paragraph states it does not count against his "statewide" bag limit, which infers to me his replacement tag can be used anywhere in the state (i.e. statewide), like the "statewide" tag he used on the buck originally. The website says just the opposite, that replacement tag must be used in Unit CWD only.

Furthermore, the email which serves as the official form of correspondence from TWRA does not mention any geographical restrictions or limitations for the replacement tag.
 
A little off subject, but have anymore cases been found in new areas? I've kept an eye out,fearing it's spread, but haven't seen any news to suggest it has.

Other than Shelby County recently, which was no surprise, I have not heard of any more positives detected in other "new" counties. With that said, the CWD testing system is "jammed" at the moment so to speak, due to so many samples being submitted, so a lot of results are still in "pending" status awaiting final results. Time will tell.
 
There was a 2nd outside Jackson in Madison county earlier in the season, I think south-west of town, but not 100% positive on location. The online listing is way behind right now, the first 2 I killed I got the email in 13 days. The third I should hear from next week if they are still staying close to that schedule. Took 3 weeks or more for them to show up on the online listing.
