Turkey question

"Turkeys may not be shot or stalked from a boat in Dyer, Haywood, Lauderdale, Obion, Shelby or Tipton counties."

This may be a stupid question, but I've talked to numerous people and no one seems to know: What is stalked from a boat? I'm assuming using your boat as a means of transportation to access land to hunt in these counties is legal?

Since all of those counties are in Region 1, please contact the law enforcement section in Region 1 or the county officer in one of the listed counties to get the official interpretation of that regulation.
