Tier 2 blind access

I'm sure this has been covered somewhere, but if you draw a tier 2 blind (Cheatham) when can you access the blind/pool to set dekes for the first day of your hunt? I assume that is the morning of the first day of your hunt. And presumably you can leave the decoys out until the end of your hunt. Can anyone point to those details in the regs?

Not sure on mid season but we had to throw ours out at 15 a week before the season since you couldn't be down there for that last week.
