According to how I'm reading the regulations it is legal to shoot from a boat that is floating past birds as long as the motor is not outboard motor is not running. Is this correct? Also what about directing the boat with a trolling motor and shooting ducks/geese?
 
Your outboard motor can be running, but the boat can have zero forward motion from the motor when the shot is made.

The same applies to trolling motors. There can be no forward motion from the motor when shooting any game.

In addition, hunters need to remember that if the birds fall on private land, they must have permission of the landowner to go on that land to retrieve the birds. And, failure to retrieve is a violation of the migratory bird regulations.
