Its only closed if you get caught. You just don't have to check them in between February and August.

That's probably it. Sitting on my sons deck having coffee yesterday morning and there was an awful lot of target practice going on.

I have also noticed over the last 2 years a lot of target shooting early morning and late evening, even when ammo was hard to get.
