Spraying question & rain

Been waiting to spray because of the rain but 2 questions:

1. How long does the gly4 need before it's not affected by rain?
2. Is it best to wait until the field is dry to spray or can you do it first thing in the morning when dew is still on it?

I also add a little crop oil to it when there is a chance of rain near term. Really helps to make it "stick" to plants.
