Spraying fescue with Roundup

This may be a dumb question but

After spraying tall fescue and timothy with Roundup or other herbicide, can the native seedbank in the soil germinate without the dead fescue being removed or do you have to remove the dead grass?

You don't neccesarily need to remove the dead grass but either a quick burn or disturbing the soil a little would really help with germination.

You are really doing yourself a disservice to not fall spray. Fescue dies better with a fall application than a spring one. You may want to add some imazapic to your spring spraying to help with johnsongrass and crabgass.
