Spot Light???

For a few nights in the previous weeks I have
seen a spot light on the hill across from my
house. I have started several times to report
this, but have hesitated. I would hate to falsely
accuse anyone. Is there any legit reason for
anyone to be using a spotlight?

I'd report it. If it is legit, there will not be an issue for them.
